After MUCH research into this problem, I was pretty informed of the issues with the blind drilling and the MED with a hole or two of the spacers.
I clecoed the F-817 supports plates in place and final drilled the #30 holes.
I attached the actual seatback in place without the spacers to see how bad the issue was.
In picture 3, you can see the gap which causes the issue with the MED.
The solution is to clamp the crap out of it to the side skin with C clamps.
